Emergency preparedness is often managed differently in the ultra-Orthodox world due to limited media exposure. To address this, the Mishmar initiative, launched by HaShomer HaChadash with support from Achim La’Oref, is enhancing emergency preparedness and community security in Haifa’s religious neighborhoods.

Most new buildings in these neighborhoods, constructed since 1985, are equipped with bomb shelters, protected rooms or reinforced residential safe rooms, ensuring a baseline of safety.

Mishmar, known as “The People’s Guard,” has rapidly recruited some 1,500 volunteers. Training by HaShomer HaChadash, they are equipped with communication devices and linked to emergency centers. Their role is to maintain a visible presence on the streets and provide protection as needed.

Building on HaShomer HaChadash’s decade-long experience in coordinating volunteer patrols and community security, the program includes a comprehensive security plan with specialized training and equipment. Haifa Municipality supports the initiative with an emergency hotline that delivers crucial information to community members. On Shabbat, volunteers use kosher phones to offer real-time updates and support.

City Council member Rabbi Abraham Stern has been instrumental in introducing Mishmar to Haifa. The organization conducts nightly patrols in the Hadar neighborhood, providing a reassuring presence and enhancing security. In light of heightened tensions, Mishmar has mobilized volunteers to assist with emergency and rescue efforts.

Efforts are underway to integrate Mishmar into Haifa Municipality as a Community Emergency Unit, with recent visits to the neighborhood Command Center by city security coordinator Yair Zilberman; Command Center commander Yaakov Broder; and Haifa Municipality volunteer coordinator Keren Shagi.
