In a significant step toward strengthening bilateral ties and shaping global discourse, CUTS International and SIGNAL Group have signed a strategic Memorandum of Understanding (MoU) to formalize a long-term partnership focused on regional, civilizational and global cooperation.

CUTS International, a 40-year old global public policy, research and advocacy headquartered in India, and SIGNAL Group, Israel’s premier nonprofit specializing in Israel’s international strategic affairs, will collaborate on cutting-edge research, policy analysis, capacity building and high-level networking initiatives.

The MoU was signed by Pradeep S. Mehta, secretary-general of CUTS International, and Carice Witte, executive director of SIGNAL Group, in a virtual ceremony marking a pivotal moment in India-Israel relations.

This strategic alliance is designed to explore and expand synergies in areas such as strategic affairs, global trade, investment policy, technology and regional security, with particular focus on the Indo-Pacific and Middle East—regions that are increasingly central to global power dynamics.

By combining SIGNAL Group’s China, United States, Indo-Pacific and regional expertise with CUTS’ wide-reaching influence in international trade, security and regulatory frameworks, the partnership aims to deliver actionable insights for policymakers, business leaders and academic communities in both nations and beyond.

“This collaboration reflects our shared commitment to building bridges across cultures and geographies,” said Mehta. “We aim to shape narratives that foster peace, prosperity and stability through dialogue and knowledge exchange.”

“With the global landscape in flux, partnerships like this are vital,” added Witte. “Together, we can promote nuanced understanding and practical cooperation through actionable steps between two great civilizations—India and Israel.”

Rooted in the ancient ethos of vasudhaiva kutumbakam, “the world is one family,” and the ancient Jewish ethos achdut hakol, “the unity of all things,” this partnership reinforces India’s strategic outreach and Israel’s regional engagement, setting the foundation for a forward-looking and multidimensional relationship. As the two institutions embark on this transformative journey, they are poised to contribute meaningfully to shaping a secure, sustainable and interconnected global future.
