How serious is the rocket threat from Samaria?

Six times in the last three months, Palestinian terror groups have tried to launch rockets against Jewish communities in Samaria. Generals Uzi Dayan and Gadi Shamni, and former head of Israel's Homa Missile Defense Organization Uzi Rubin, strongly recommend to "kill it off at birth."
