Soldiers returned fire after being attacked while responding to reports that Palestinians were stoning Israeli civilians, according to the military.
The Israeli premier reaffirmed his commitment to maintaining Israel’s presence in Judea and Samaria and preventing the establishment of a Palestinian state.
“Especially when I fly over the country by helicopter, I am increasingly convinced of how vital, magnificent, and thriving the settlement enterprise is,” said the Israeli president.
Some 2 billion gallons of wastewater has seeped into the ground in the area since 2009.
The three men, reportedly from Jabalia, north of Gaza City, were arrested near Ofra, 55 miles northeast of the Strip.

The attack near Ofra comes a day after four Israelis were killed in a terror attack in Eli, 12 miles to the north.
The suspect has been identified as Ammar Thawabteh, 29, of the Palestinian village of Beit Fajjar. His role in the attack is still unknown.
