The vehicle contained four occupants, including two children, when it was targeted by the terrorist near Evyatar in Samaria.
“There will be many more Evyatars, there will be many more new towns,” said Samaria Regional Council head Yossi Dagan.
Israel needs to “establish more ‘Evyatars’ in Samaria, the Galilee, and the Negev,” Construction and Housing Minister Yitzhak Goldknopf told residents.
The move came 12 days after Evyatar received full recognition from the Israeli government.
The Samaria town received official recognition under Israeli law last week, 11 years after it was established.

More than two dozen lawmakers, including several ministers, joined in support of legalizing the community.
Defense officials recommend against establishing yeshiva due to tensions in Judea and Samaria.
“This is one stone on the way to our complete return to the community, as was agreed and as must be,” said Religious Zionism Party lawmaker Tzvi Sukkot.
“The correct response to terrorism is construction and settlement; that is what will deter the vile terrorists and this is how we should respond,” said MK Tzvi Sukkot.
