The three men, reportedly from Jabalia, north of Gaza City, were arrested near Ofra, 55 miles northeast of the Strip.
“Sanctions have never been used to silence policy disagreements like this,” said international legal scholar Eugene Kontorovich.
Nine were killed in the attacks, according to Palestinian sources.
The development plan—comprising some 5,000 housing units and hotel rooms—will be built near Hebron Road, which connects the capital city to Judea.
The redeployment follows a warning about Palestinian terrorists coming from Judea and Samaria.
Since Hamas’s Oct. 7 massacre, the IDF has “taken the gloves off” in Judea and Samaria as the terror group has stepped up its efforts there, observers say.
Among those killed was a terrorist involved in the murders of IDF Maj. Gen Elhanan Klein, Chief Inspector Yatev Lev Halevi and Amnon Muchtar, according to the military.
Israel needs to “establish more ‘Evyatars’ in Samaria, the Galilee, and the Negev,” Construction and Housing Minister Yitzhak Goldknopf told residents.
Palestinian terrorists have killed 14 people and wounded 155 others in Judea and Samaria since the start of the year.
There were no casualties to Israeli forces, the Israel Defense Forces said.
The ambassadors of the European Union, Japan, Canada, the United Kingdom, France and Australia will also be called upon to explain the targeting of residents of Judea and Samaria.
Residents plan to hold a protest after the the High Court ruled that the Israel Defense Forces has the authority to decide whether or not the workers will be allowed to reenter the Samaria town.
